To be unemployed is more than not just having enough income (there is always a bit of social security in most countries), but more importantly, you start feeling like a "loser", an outcast. It´s psychological and hence a political problem. If indeed 99% of the population really feels like that, there will be social unrest, if not "revolutions" and the 1% wouldn´t like that either.
